Tim Dirks
Senior Consultant

Tim serves as a senior consultant with the Partnership for Public Service, focusing his attention on the Fed Experience program, which encourages retiring baby boomers to pursue encore careers with the federal government.

Tim retired from the federal government in August 2002 after more than 32 years of service, the last ten of which were as the Director of Human Resources Management, U.S. Department of Energy. In addition, Tim worked as a senior manager and HR expert at several agencies, including the Smithsonian Institution, Office of Personnel Management (OPM), Federal Energy Regulatory Commission and U.S. Nuclear Regulatory Commission. OPM and OMB recognized Tim for the development of some of the government’s best human capital management programs. Tim twice received the prestigious Presidential Meritorious Rank Award (in 1996 and 2001) for his executive leadership achievements as a member of the Senior Executive Service and for his pioneering work in Federal human resources management. 

Since his retirement, Tim has been engaged in a variety of consulting activities in the human capital management and organizational improvement areas and has written columns for newsletters and journals about important human resources-related issues. He continues to be an invited speaker at government-wide and professional association human resources conferences. In addition, from 2003 through 2006, he served as President and CEO of GRA, Inc., a private sector consulting firm that provides general management and human resources consulting services to government agencies.
