Cynthia Heckmann
Strategic Advisor
Cynthia Heckmann joined the Partnership in February 2011 as a Strategic Advisor on the Research Team. She retired from the Government Accountability Office (GAO) in January 2010 where she was the Chief Human Capital Officer responsible for ensuring that GAO led by example in human capital. She directed GAO's Human Capital Office, developing policies, applying business practices from a strategic perspective, and reengineering processes to improve human capital services. Prior to that position, she was the Deputy Chief Information Officer, directing GAO's internal cross-cutting IT management and planning functions—strategic and project planning, enterprise architecture, IT investment portfolio, acquisitions, benchmarking and metrics, customer relations, and human capital. She started her GAO career as an auditor examining white collar productivity. Cynthia also has experience in state government (Massachusetts) and the executive branch in agencies now under the Departments of HHS and Education. Cynthia is actively involved in volunteer work, serving as a tutor for Fairfax County's Adult Learning Program and a CASA—court appointed advocate for abused and neglected children—for Fairfax CASA. Cynthia earned an MPA from Northeastern University and a BA in Government from Simmons College.
