Laura Howes is the Program Manager of the Center for Government Leadership where she manages the Annenberg Leadership Seminars and Excellence in Government Fellows program. Her role includes designing and structuring curriculum, facilitating class sessions and action-learning project teams, and working with faculty partners. Laura is certified and trained in Ken Blanchard’s Situational Leadership Model, the Strength Deployment Inventory and the DiSC assessment.

Laura joined the Partnership for Public Service in March of 2007. Her other work at the Partnership includes initiatives to measure the impact of on-campus recruitment efforts, effectively onboard new employees, strengthen federal internship programs and improve employee engagement at federal agencies.

Prior to joining the Partnership, Laura was a Research Analyst with the Corporate Executive Board where she completed numerous research reports profiling best practices in human capital management. Laura also served as a Quantitative Research Analyst where she designed surveys and analyzed quantitative data related to employee recruitment.

Laura graduated summa cum laude from the University of North Carolina at Chapel Hill with a double major in Public Policy Analysis and Political Science. She is currently pursuing her Masters of Business Administration at the University of Maryland, Robert H. Smith School of Business.
