Joshua Joseph, Ph.D
Senior Program Manager
Josh leads a diverse set of efforts to help federal agencies address workforce challenges, support implementation plans and improve results. These include developing new analyses/tools to find bright spots, understand key barriers and evaluate progress on change initiatives. His recent reports have focused on applicant assessment (The Weakest Link) and recruiting for hard-to-fill positions (America Has Talent).
Prior to joining the Partnership in 2007, Josh served four years as research director for BNA’s human resources publishing division. He managed two senior analysts to produce benchmarking reports on a range of staffing and employment issues.
Previously, he was the lead researcher for the Ethics Resource Center, consulting with Fortune 500 clients on a range of business ethics projects. He also conducted the Center’s National Business Ethics Survey and authored the study reports in 2003 and 2000.
Josh earned his Ph.D. in sociology (American U.) and his M.A. in social psychology (U. Maryland). He was awarded a National Science Foundation Graduate Fellowship for his studies. He holds a B.A. in history and B.F.A. in painting (Cornell).
