Andy Lowenthal
Program Manager

Andy Lowenthal joined the Partnership for Public Service in November 2009 as Program Manager responsible for leading FedRecruit – a pilot program aimed at helping federal agencies increase their capacity to recruit, hire, and retain top talent.

Before joining the Partnership, Andy served on OPM Director John Berry’s Recruitment Task Force as a Presidential Management Fellow, where he co-authored a study entitled “Making Government Cool:  Revamping Recruitment.”  Andy also worked in the Office of the Chancellor at D.C. Public Schools, with a focus on human capital strategy.

Prior to that, Andy was an operations officer at the Department of State, Bureau of Consular Affairs, in Washington, DC and Miami, FL.  His graduate dissertation, “America’s Favorite Pastime:  An Ethics of Public Leadership,” was accepted at the Global Dialogue on Ethical and Effective Governance in Amsterdam.

Andy is a graduate of The George Washington University and the London School of Economics.
