Janet Murphy
Senior Strategic Advisor
Janet Murphy is the Chief Human Capital Officer (CHCO) at the Office of Federal Housing Enterprise Oversight (OFHEO), a small, independent federal agency whose mission is to oversee the financial safety and soundness of Freddie Mac and Fannie Mae.
In her current capacity as CHCO, Janet oversees merit and DEU staffing, classification, position management, personnel security, employee development, compensation, comparability, employee relations, federal and non-federal benefits, processing and payroll.
Janet has 28 years of federal experience, most of which has been in the field of human resources. She spent approximately ten years at the Department of Veterans Affairs in various capacities within the Office of Human Resources, and approximately 3 years as a Budget Director, responsible for 12 accounts, totaling over $221 million.
She joined OFHEO in February, 1996, when the agency was approximately 3 years old. At that time, the agency had approximately 50 FTE, and has grown to its current level of about 250. Since that time, she built a full service human resources office, overseen the transition from broad pay bands to pay grades in a total merit pay environment at OFHEO. In 1997, Janet oversaw the development of unique classification standards and delegated examining authority for the agency, and was successful in acquiring a one-year direct hire authority from OPM to recruit for OFHEO’s examiners and accountants.
Janet has a Bachelor’s degree in Management from the University of Maryland and has been certified by the Society for Human Resources Management as a Senior Professional since May 1998.
