Julie Williams
Program Manager
Julie Williams is a Program Manager on the Government Transformation team where she leads the Advisory Services initiative, which provides innovative solutions to significant management issues confronting the federal government. Julie also manages a portfolio of other projects that help federal agencies utilize tools and systems to transform the way government works.
Prior to joining the Partnership in March 2010, Julie led her own consulting practice, working with senior executives of organizations to create more efficient internal working systems. Julie is an accomplished manager of small- and large-scale public engagement, leadership development and training projects and has done extensive work with nonprofit Boards on organizational development and design, coaching, planning, fundraising and communications. Past clients have included Commercial Real Estate Women, NASCAR, General Dynamics and Monsanto.
Before opening her own business, Julie oversaw External Initiatives for The Harwood Institute. In this role, Julie provided expertise in building effective organizational and community infrastructure partnerships around civic engagement and is one of the founding authors for the Harwood Public Leadership Schools. As the Vice-President for Consulting and Training at BNA Communications, Julie created a consulting practice in diversity training and sexual harassment prevention. Her expertise in diversity and sexual harassment prevention have included serving as a subject matter expert for corporate leaders nationally and designing and developing training curricula and strategies on a wide range of management and organizational issues.
Julie has produced several videos and authored Diversity Works and Unfinished Business: the Diversity Promise. Julie holds an M.A. from Teachers College, Columbia University in New York and a B.A. from Clark Atlanta University in Atlanta, Ga.
