W. Scott Gould
Vice President, Public Sector Strategy and Change, IMB
W. Scott Gould directs strategy formulation for IBM’s homeland security, intelligence and federal civilian lines of business and leads the Global Leadership Initiative (GLI) within the IBM Public Sector, Global Business Services practice. The GLI consists of former public sector executives, CEOs, and leading academics who develop strategic thinking for IBM for a wide range of critical public sector challenges. He is also a Senior Fellow at the IBM Center for the Business of Government.
Previously, Gould started several entrepreneurial ventures serving as CEO for The O’Gara Company, a strategic investment and advisory services firm in the Homeland Security market, Managing Director for AVA Partners and Executive Vice President and COO of Exolve, Inc. – a technology company that provided software products and services for web-based knowledge businesses.
Prior to entering the private sector, Gould served as Assistant Secretary and CFO at the U.S. Department of Commerce and Deputy Assistant Secretary for Finance and Management at the U.S. Department of the Treasury. Gould also served as a White House Fellow in the White House and at the Export-Import Bank.
After the attacks on 9/11, Gould, then a Captain in the U.S. Naval Reserves, was recalled to active duty for seven months for Operations Noble Eagle and Enduring Freedom where he served as Deputy to the Director, Naval Criminal Investigative Service (NCIS), responsible for modernizing NCIS systems in the areas of combating terrorism, counter intelligence and law enforcement. In 1991, Gould was appointed by the Governor of Massachusetts as Assistant Receiver and Director of Operations for the bankrupt city of Chelsea, part of a three-person team tasked with restoring the city's financial health and creating a new form of governance.
Gould is a member of several Boards of Directors including Time Domain Corporation and Unitech. He is a former member of the Malcolm Baldrige National Quality Award Board of Overseers and the National Security Agency (NSA) Technical Advisory Panel, which reviewed and made recommendations for change to NSA's major procurement programs. He is a guest lecturer at Harvard University, Kennedy School of Government and coauthor of a forthcoming book on strategic human capital to be published by the Brookings Institution entitled: The People Factor: Strengthening America by Investing in the Public Service. Gould is a fellow of the National Academy of Public Administration. He is a recipient of both the Department of Commerce and Department of Treasury Gold Medals for distinguished public service.
He holds a AB degree from Cornell and an MBA from the University of Rochester and an Ed.D in Administration and Finance from the University of Rochester.
